The Coordinates tool is one that will dynamically resize as the cursor moves and may be the driver behind the ever-shifting Model/Layout tab location. Turn off the display of Status Bar tools.(Having this issue with only two tabs open: Model, Work.)

Permanently dock the Model/Layout tabs above the Status Bar.Use multiple monitors, and stretch the AutoCAD Architecture window across more than one of them, making the window wide enough to accommodate all of the Status Bar tools you have turned on and all of the Model/Layout tabs in one row without causing a shift.(Or, use a different monitor with more horizontal pixels.)
